Duncan clears way for development

Property on Moore Street in Duncan is changing ownership for residential development.

Duncan Town Council approved the first reading of an ordinance to rezone property located at 104, 106 and 108 S. Moore Street from General Business District and RS-2 to R-TF for both parcels last Tuesday.

“The Gergleys are actually going to be selling that property to a builder who’s going to build…four units on those three lots,” said Town Administrator Cam Fant.

“They’re a family that’s been in Duncan forever,” he said of the Gergleys. “This was just vacant property they had.”

Fant noted how the family’s kids have worked at the town water park.

“Properties have been selling around Duncan at higher prices than normal,” Fant said. “They were just approached by this builder.”

“They weren’t doing anything with it, so they decided to go ahead and sell it,” he said.

Duncan Town Council will have a public hearing and second reading on the Moore Street properties in the coming weeks.

In addition, council is looking to borrow money for a few reasons, including doing some road improvements and building a pump station.

“We’re going to build a lift station for the sewer to build access to be about 500 acres, so people can start doing residential development,” Fant said. “We needed to borrow money to build a pump station to tie into the sewer line to make that possible.”

Council approved a resolution to express the intention of the Town of Duncan to cause the town to be reimbursed with the proceeds of tax-exempt obligations.

“We had to go ahead and order the parts for pump station,” he said. “Once we do get the geo-bond, we can reimburse ourselves off the tax-free interest rate.”

Although Duncan recently sold their sewer to Lyman, the town is building this station since Duncan will receive the tax revenue generated by new houses.

“These properties are going to be in the Town of Duncan, so [Lyman] won’t get the tax benefit,” Fant said. “They’ll only get the benefit of the sewer revenue. Lyman has agreed that they’re going to let us take a lot of the tap fees or capacity fees when people do tap into the line, so we can kind of pay ourselves back.”

“We will turn this over to Lyman,” he said. “It will be Lyman’s after it’s installed; they’ll be the ones maintaining it.”

Rosewood Circle: Duncan Town Council approved the second reading of an ordinance to annex the Rosewood Circle property owned by Crown Properties with a zoning classification of RS-4 Residential District.

Christopher Street: Duncan Town Council approved the second reading of an ordinance to annex Christopher Street property owned by Cynthia Elaine with a zoning classification of RS-2 Residential District.
