The Spartanburg County Sheriff’s Office said an 18-year-old is charged in the sexual battery of a minor.
According to an arrest warrant, 18-year-old Zachary Kelsey is accused of criminal sexual conduct with a victim who was between the ages of 11 and 14 years old.
