Roads bill takes strange route to achieve little

The South Carolina Senate’s plan to fund statewide road repair is a convoluted scheme that appears more like a pacifier than a real road funding bill.
On Thursday, the Senate voted 30-9 to move forward its version of a long-term plan to fund South Carolina’s crumbling roads.
