Blue Ridge High graduate Lacy Stuber, center, received the first James Blackwell Memorial Scholarship presented by the Blue Ridge Lions Club during the school’s awards day in May. She received the award from Jud and Sheila Blackwell, parents of James, who was killed in a motorcycle accident in 2016.
