PAC reviews liquor store, laundromat plan

The City of Greer’s Planning Advisory Committee (PAC) reviewed a proposed liquor store and laundromat, planned for 606 and 610 North Main Street, last week.

Engineer Debbie Tumler provided an overview of the project prior to city officials sharing advice based on regulations in place.

“We have an existing set of lots that are previously developed, and we’re redeveloping,” Tulmer said.

“Our site is less than an acre, and we’re creating a building site with parking and one entry off of SC-14 of Main Street,” she said. “We do have four driveway cuts existing. We’ll be removing three of them.”

Tumler has been working with SCDOT.

“We had to go through this plan revision because we’ve been working with SCDOT to work around some additional improvements they were expecting, but now they’ve agreed to allow us to put the driveway where we’ve located it on this site plan,” Tumler said. “We still have the same number of parking spaces.”

“We have located the storm water improvements at the back of the site because it drains from front to back,” she said. “There is an existing storm drain system that is the point of connection toward Wade Hampton. We’ve provided a small rain garden.”

In addition to this site, the PAC addressed two other proposals.

Bennett Center Office
The Bennett Center Office will be developed at 309 Bennett Center Drive.

“I’m the engineer they’ve asked to put this office building on this lot,” David Hall said of the Bennett Center Office. “I was contacted by a client to put a building along with parking for that office building in Bennett Center.”

“This office building is roughly 3,000 square feet,” he said. “There are only three people that work in the building; that’s what I’ve been told. There will be three offices, and then the rest is for storage of whatever it is they do.”

The site plan shows 14 parking spaces, which is five short of the 19 spaces required.

“I don’t know that we can meet the requirements for parking number,” Hall said. “Based on the ordinance, I think we’re just a few spaces short.”

“I’m not sure how we would, on this site, get that number of spaces,” he said.

City Planner Ashley Kaade addressed the parking situation.

“It is based off of leasable floor area, so if there are places within the building that will be used for storage or non-office use, those can be excluded,” Kaade said.

“We may make it if we do that,” Hall said.

“You guys can definitely submit that with the floor plan, and we can take a look at that and see if there’s anything we can do; if not, it may need a variance,” Kaade said.

Katazoom Office
The Katazoom, a vinyl wrap company specializing in vehicle wraps, wall wraps, and wide format digital printing, is planning to develop a commercial building for three tenants at 1425 South Buncombe Road.

“This is an existing commercial park off of South Buncombe Road,” said Joe Bryant with SeamonWhiteside. “Katazoom is Tom’s business, and they will be occupying, looking at this plan, the north half of the building; both that front office space as well as the warehouse in the back.”

“They are adding two smaller tenant spaces on the south side, for tenants or room for expansion,” he said.

City Planner Brandon McMahan shared some insights regarding parking.

“One of the concerns we have is the parking,” McMahan said, noting the proposed use as warehousing type stuff. “If it converts to something different, parking is based off of tenant space one and two.”

“If you can put more parking in, I would,” he said. “Not knowing what the future use is, that could cause a problem.”

Kevin Reardon with the Greer Commission of Public Works asked if the tenant spaces would be leased or sold individually in order to determine if separate utilities were needed for each space or not.

“We plan on owning it for the lifetime,” said Owner Tom Hyll.
